Where does money come from and go to at the moment?

There are lots of income streams for transport, both in and out, capital and revenue, private and public, national and local. Then there's company cars and what about VAT? Could we organise things better?

Fuel taxes are £30-35billion income a year. As we move to electric vehicles this will fall away - it's already an issue. What can be done? This is not to be confused with proposals for Congestion Charging which have proved so controversial.
